REQUEST FOR QUOTATION (RFQ) – ATR 72 ACMI LEASE Seeking formal quotations for the wet lease (ACMI) of one (1) ATR 72-500 or ATR 72-600 aircraft to be based at Hurghada International Airport (HRG), Egypt. The primary purpose of this lease is to operate scheduled domestic passenger flights within Egypt. This RFQ outlines the minimum technical, operational, and commercial requirements. Please submit proposals in full compliance with the specifications detailed below. 2. Key Lease Details Item Specification Lease Type ACMI (Aircraft, Crew, Maintenance, and Insurance) Aircraft Type ATR 72-500 or ATR 72-600 Number of Aircraft One (1) - with option for a second Passenger Configuration 68 to 72 seats in a single-class layout. Preferred layout: 70 seats. Lease Duration Firm Period: 6 months. Option: One extension right of 6 months, to be exercised with a 3-month written notice prior to the end of the firm period. Base Airport Hurghada International Airport (HRG), Egypt Planned Start Date 01-Nov-2025 3. Operational Requirements AOC & Certifications: The aircraft must be provided with a valid Air Operator’s Certificate (AOC) from a recognized aviation authority (EASA or equivalent) in hand at the time of offer. The Lessor must confirm the ability to obtain all necessary Egyptian Civil Aviation Authority (ECAA) permissions and slots. Minimum Monthly Utilization: 120 Block Hours per month. Hour to Cycle Ratio: Maximum 1:1 (e.g., 1.0 flight hour per 1.0 flight cycle). Aircraft with a lower ratio are preferred. Crew: The Lessor shall provide: Fully qualified and current Captain and First Officer for the ATR 72 type. Sufficient cabin crew as per the aircraft configuration and regulations. All crew costs, including salaries, accommodations, per-diems, and deadhead travel, are to be borne by the Lessor. Maintenance: The Lessor shall provide all line and base maintenance, including A-Checks and any required defect rectifications. The aircraft must be delivered in an "A-Check Clear" status. A detailed maintenance plan must be included in the offer. Insurance: The Lessor shall maintain full and comprehensive insurance, including Hull All Risks, Third Party Liability, and Passenger Liability. Client must be named as an Additional Insured. Routes: Primary network will consist of domestic flights within Egypt, including but not limited to: Cairo (CAI), Hurghada (HRG), Sharm El-Sheikh (SSH), Luxor (LXR), and Aswan (ASW). 4. Proposal Requirements Bidders are requested to provide a detailed proposal including, but not limited to, the following: A. Commercial Quote: ACMI Hourly Rate: (In USD, exclusive of fuel). Monthly Minimum Guarantee: (Typically based on 120 BH). Fuel Surcharge Policy (if any). Mobilization/Demobilization Fees: Cost for positioning and re-positioning the aircraft. Payment Terms & Schedule (e.g., monthly in advance). Cost of any Additional Services (e.g., spare engine support). B. Technical & Operational Package: Copy of the current AOC. Aircraft Technical Log excerpt and current status. Detailed maintenance status and upcoming "A-Check" schedule. Full aircraft configuration (seat map, weight & balance data). CVs of the proposed Accountable Manager and Key Postholders. C. Proposed Contract: A draft ACMI Lease Agreement based on industry-standard terms (e.g., IATA model). 5. Quotation & Validity Quotations must be received by 15-Oct-2025 Proposals must be valid for a minimum of 30 days from the submission deadline. 6.
